Outland is the continuation of Berke Breathed's world of comic characters that ran for six years - from 1989 until 1995. The comic is a spin-off of Bloom County.
Artistically, Outland was supposed to be a clean break for Breathed - he literally separated the two worlds of Bloom County and Outland from one another (using a metaphysical magic door), and Outland was supposed to offer new creative tangents for the writer. New, highly experimental artwork was used, and new characters were introduced. Yet in the third stip, Opus was back - and Bill the Cat (and many of the others from Bloom County) soon followed. The magic-door concept, the bizarre backgrounds all were paired back, and the strip became more or less a continuation of Bloom County. Whether intended or not, the beloved Bloom County characters found a new home in Outland.

The most interesting new characters introduced in Outland are: Mortimer Mouse (the chain-smoking estranged fraternal twin of Mickey Mouse) and Ronald-Ann Smith (a poor black girl ironically named after Ronald Reagan). Ronald-Ann was a very minor character in Bloom County and was used to bridge the Bloom County and Outland universes. Other new characters are Tim W. Forty and Truffles the Pig.
